Why can't I use the empty slots in my Workshop Factory?

The Workshop Factory is a place to store all of your workshops and within it the items are crafted in each workshop. If you are wondering why you can't use the empty slots this is because the empty slots cannot be used to craft items as there is no workshop stored in it.

You need to first store at least one workshop in the empty slot first if you want to use that slot to craft  your items.
